How common are fake IDs?

Probably becauses the the first meeting of the Identity Ecosystem Steering Group is this week, I noticed an article in The Economist about fake IDs. According to this article, 

A study in 2009 of American university students found that 17% of freshmen and 32% of seniors owned a false ID. Today the numbers are even higher, experts reckon.

That's a lot of fake IDs. And they can probably be used for lots of things other than ordering beer in college bars, can't they?
